Description

## Problem

These Amazon Q inline tutorial annotations do not go away after interactions:

## Steps to reproduce the issue

1. Highlight any text in VSCode
2. Observe the tutorial annotation appears
3. Start the inline chat and dismiss and/or interact with the inline chat
4. Highlight more text, observe the tutorial annotation still appears

Other attempted troubleshooting steps:

- Restarting VSCode
- Reinstalled extension & completed all onboarding checkboxes
- Logout & Login
- Disabled VPN
- Enabled telemetry & Share Content With AWS
- Suppressing all prompt settings

## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: macOS 15.6.1 (Sequoia)
- Visual Studio Code version: 1.105.1
- AWS Toolkit version: 1.19.1
- Amazon Q version: 1.102.0
