File editor preview is not working in VSCode for Q version 1.94.0

## Steps to reproduce the issue

1. Go to chat, ask the agent to make some code changes
2. Agent responds in the chat with the list of files and the no of additions/deletions per file
3. On clicking the file name, usually the file shows changes (additions/deletions) done, but it is displays the below error message:
"The editor could not be opened due to an unexpected error. Please consult the log for more details."

- OS: Windows
- Visual Studio Code version: 1.104.0
- AWS Toolkit version: 3.74.0
- Amazon Q version: 1.94.0

Reproduce the failure in VSCode on Windows using Amazon Q 1.94.0 and the listed AWS Toolkit and VSCode versions. Start from a chat request that produces file changes, then click a file name and consult the VSCode log for the unexpected error. Done means the file opens and displays the agent's additions and deletions.
