Description

## Problem
I don't see any resource in System Manager in "Owned by me" in the right region.
On AWS Console I see my docs anyway.

Research direction

Start by reproducing the missing resources in the AWS Toolkit's System Manager view using the reported macOS, VS Code, AWS Toolkit, and Amazon Q versions. Compare the region and account shown in VS Code with the AWS Console, then trace the System Manager resource-loading entry point. Done means resources owned by the user appear in the correct region, with a regression test covering the behavior.
