Description

## Problem
Amazon Q Developer @Prompt,Pin Context to attach file ,@workspace is not working in VSCode IDE, the dropdown menu when put @ in the chat prompt nothing comes.
## Steps to reproduce the issue

## Expected behavior
1. On Enter @ in chat window should open menu dropdown with the list of Prompts.

## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: WIN 11
- Visual Studio Code version:1.103.1
- AWS Toolkit version:3.72.0
- Amazon Q version:1.91.0
