Amazon Q VSCode Extention chat did not work return error message @smithy/util-base64: toBase64 encoder function only accepts string | Uint8Array.

## Steps to reproduce the issue

1. Execute VSCode
2. Amazon Q icon on left bar -> Chat tab
3. Prompt to Amazon Q "Hello" returned only "@smithy/util-base64: toBase64 encoder function only accepts string | Uint8Array."

## Expected behavior

Amazon Q chat returned greeting.

- Amazon Q version: amazonwebservices.amazon-q-vscode 1.89.0

Start in VS Code 1.103.1 with the Amazon Q Chat tab and reproduce the error using the listed extension versions. Use the AWS: About and Amazon Q: About entry points to confirm the environment; done means prompting "Hello" returns a greeting instead of the @smithy/util-base64 error.
