Description

## Problem

Amazon Q VSCode Extention chat did not work return error message @smithy/util-base64: toBase64 encoder function only accepts string | Uint8Array.

## Steps to reproduce the issue

1. Execute VSCode
2. Amazon Q icon on left bar -> Chat tab
3. Prompt to Amazon Q "Hello" returned only "@smithy/util-base64: toBase64 encoder function only accepts string | Uint8Array."

## Expected behavior

Amazon Q chat returned greeting.

- OS: WSL buntu 22.04.5 LTS Ubuntu in Windows 11 24h2
- Visual Studio Code version: 1.103.1 360a4e4fd251bfce169a4ddf857c7d25d1ad40da x64
- AWS Toolkit version: amazonwebservices.aws-toolkit-vscode 3.71.0
- Amazon Q version: amazonwebservices.amazon-q-vscode 1.89.0
