The first few lines of first response are hidden behind the UI panel

## Problem
The first few lines of first response are hidden behind the UI panel.
Notice in the screenshot that I cannot see anything above list item 2.

## Steps to reproduce the issue
1. I just installed the extension,
2. then I set up a builder account,
3. and then I clicked the button to open the chat.
4. I typed my first question and I could not read the first few lines of the response.

## Expected behavior
I expect I can see the entire response, maybe with a bit of padding above to separate my question from the response.

- OS: Sequoia 15.5, Macbook Pro 16" 2021, M1 Pro.
- Visual Studio Code version: Version: 1.102.0 Commit: cb0c47c0cfaad0757385834bd89d410c78a856c0
- AWS Toolkit version: 3.68.0
- Amazon Q version: (extension version) = 1.83.0

Reproduce the issue by opening the chat in VS Code after the extension and builder account are set up, using the versions listed in the report. Trace the chat panel layout to determine why the first response lines are obscured; done means the entire response is readable with separation above it.
