Not able to run shell commands like AWS CLI

## Problem
Amazon Q was able to run shell commands just fine before but now unable to run

## Steps to reproduce the issue

## Expected behavior
It should be able to execute
aws-cli/2.27.12 Python/3.13.3 Darwin/24.5.0 source/arm64

## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: latest M1 mac
- Visual Studio Code version: lates auto update
- AWS Toolkit version: latest auto update
- Amazon Q version: latest auto update

No file, test, or entry point is named. First reproduce the issue in Amazon Q for VS Code on an M1 Mac by asking it to run `aws --version`; done means the command executes and reports the expected AWS CLI version instead of failing.
