S3 Does Not Switch Accounts

## Problem

When I switch accounts, although when I switch accounts and other things, e.g. Cloudwatch Logs and Lambda, change to that account and region's items, S3 is no longer changing for me, for some odd reason

## Steps to reproduce the issue

1. Connect to an AWS account, and view S3 buckets for a region; assuming there are buckets.
2. Connect to a different account and connect
3. Look at the buckets for the same reason - we will see the same buckets we saw before

## Expected behavior

The buckets for the particular account

## System details (run `AWS: About` and/or `Amazon Q: About`)

Start by reproducing the account switch with S3 buckets as described, then trace the S3 view's account and region state in the AWS Toolkit for VS Code extension. Compare it with the CloudWatch Logs and Lambda views that update correctly. Done means switching accounts shows the buckets belonging to the newly selected account and region.
