Bug: Chat history not working

## Problem
Chat tabs do not always appear in every Amazon Q session. 'Chat history' will always show the tabs, but doesn't always allow opening or exporting.

## Steps to reproduce the issue
1. Go to the Amazon Q extension, and log in with AWS credentials.
2. Randomly, no 'Chat' tabs will be shown. If this occurs, click 'View Chat History' (timer icon).
3. Chat history shows correctly. But clicking does nothing, and Export does not create a file.

## Expected behavior
Chat tabs should appear, and Chat History should work, along with Export.

## Temporary Workaround
Re-opening VS Code to get a new session can fix it sometimes.
