Description
## Problem
Moving the Amazon Q chat panel in VS Code - e.g. from left to right - makes chat history inaccessible.
## Steps to reproduce the issue
1. Open the Amazon Q chat panel and start a conversation
2. Move the panel to another part of the VS Code workspace, e.g. drag it to the right
3. click the history icon to see chat history.
4. click on the previous conversation
The chat displays a new conversation, but doesn't pull up the previous conversation that is now inaccessible despite showing in the history
## Expected behavior
The previous conversation should open with all its chat history
## System details (run `AWS: About` and/or `Amazon Q: About`)
- OS: MacOS Sonoma 14.6.1
- Visual Studio Code version: 1.99.3
- AWS Toolkit version: 3.60.0

Research direction
Start by reproducing the issue in the Amazon Q chat panel: open a conversation, move the panel within the VS Code workspace, then use the history icon to reopen it. Done means the selected previous conversation displays its existing chat history instead of starting a new conversation.
