Problem
Users are not able to interact with provisioned clusters, unless fetching serverless workgroups is successful
E.g. AWS user may have permission to interact with clusters, but not with workgroups, therefore having AccessDenied error
## Expected behavior
Allow users to interact with redshift resources that are available
