Users are not able to interact with provisioned clusters, unless fetching serverless workgroups is successful
E.g. AWS user may have permission to interact with clusters, but not with workgroups, therefore having AccessDenied error

## Expected behavior
Allow users to interact with redshift resources that are available
Pull Request: #5172
## System details (run `AWS: About` and/or `Amazon Q: About`)

- OS: Windows
- Visual Studio Code version: 1.88.1
- AWS Toolkit version: 3.9.0

Research direction

Start by tracing the AWS Toolkit's Redshift resource loading path and reproduce the AccessDenied case for Serverless workgroups while cluster permissions remain available. Review the behavior described in issue #5173 and the referenced pull request #5172. Done means users can still interact with available provisioned clusters when workgroup retrieval fails.
