Description

## Problem

Toolkit settings cannot be easily managed by enterprise administrators (aka group policy / global policy).

Related jetbrains feature is called "toolbox enterprise": https://www.jetbrains.com/help/toolbox-enterprise/preview.9/configure-settings-via-profiles.html#form_editor_reference

## Expected behavior

- Wait until "global policy" is implemented in vscode: https://github.com/microsoft/vscode/issues/147756
- Define various Toolkit settings to opt-in to the global policy feature.
