Toolkit settings cannot be easily managed by enterprise administrators (aka group policy / global policy).

## Expected behavior
- Wait until "global policy" is implemented in vscode: https://github.com/microsoft/vscode/issues/147756
- Define various Toolkit settings to opt-in to the global policy feature.
