Misleading description of the Builder ID connectivity

## Problem
The toolkit panel (connections summary) shows that `AWS Builder ID connected to CodeWhisperer`. However that is misleading because it should say that BuilderID is connected (and assume any resource that requires BuilderID authentication can be accessed (e.g. CodeWhisperer, CodeCatalyst, etc).

## Expected behavior

The string should be revised to something like `AWS Builder ID Connected`.

Start by locating the connection summary text in the VS Code toolkit panel and inspect its current Builder ID wording. Update the label to describe Builder ID connectivity generally, then verify that the panel shows the revised text.
