Description

## System details (run the `AWS: About Toolkit` command)

- OS: macOS Monterey
- Visual Studio Code version: 1.65.2
- AWS Toolkit version: v1.86.0

## Question
I would like to use SageMakerNoteBookInstance to perform development with VSCode.

So I'm trying using the AWS Toolkit for VSCode.

However, NoteBook cannot be selected among the AWS Services available in AWS Toolkit.

Could you please tell me if this is by design or a permissions issue?
