Description

SAM CLI is changing their create application flow to be orientated towards high-level ideas rather than the details (runtime/package-type).

The toolkit should also restructure the SAM init flow to focus on what goals users want to achieve (show templates/projects first) rather than how they achieve it. Same applies for other 'create new' wizards.

> The new flow is something like:
custom or pre-made ---> here are the types of examples we have ----> from that list here are the package types ---> from that here are the runtimes.

Research direction

Start with the SAM init flow and the referenced SAM CLI pull request #3410. Compare the toolkit's current create-application and other create-new wizard flows with the proposed order: goals, examples, package types, then runtimes. Done means the agreed wizard flows consistently present choices in that high-level-to-detail order.
