Hanging Dialog "Error Uploading Function"

**Describe the bug**
If a Lambda function fails to publish, a Dialog appears with a title of "Error Uploading" and a content of "Error uploading function". On a Dual screen, this can appear on the other screen.

It is not a modal dialog, so Visual Studio is allowed to continue. If you happen to set focus on Visual Studio, the Dialog remains in place and cannot be dismissed.

**To Reproduce**

Leave a syntax error in Lambda function code and Publish To Lambda.

**Expected behavior**

We are already notified of the error in the publish scrolling list. There is no need for the Dialog.

Start by reproducing the issue in Visual Studio: leave a syntax error in Lambda function code and publish it. The expected outcome is that the error remains reported in the publish scrolling list without a hanging, undismissable dialog.
