CloudFormation Template context menu

**Describe the bug**
using VisualStudio 2019 Version 16.5.0 Preview 5.0 the Cloud Formation Template icons and context menus fail to appear as expected

**To Reproduce**
install the AWS VisualStudio tooling from the market place on a system with VisualStudio 2019 Version 16.5.0 Preview 5.0; create a cloud formation project using the installed template.

Note the icons into solution view and the context menus

**Expected behavior**
icons are as shown in https://docs.aws.amazon.com/toolkit-for-visual-studio/latest/user-guide/tkv-cfn-editor-deploy-template.html and context menus also operate as shown

Install the AWS Visual Studio tooling with Visual Studio 2019 Version 16.5.0 Preview 5.0, create a CloudFormation project from the installed template, and inspect the solution view.
