ordering of parameters

**Describe the bug**
The order of the parameter fields when deploying aren't in the same order a within the server.template file
**To Reproduce**
add parameters to the server.template

**Expected behavior**
parameters should appear in the order as listed in the server.template

**Screenshots**
parameters appear in alphabetical order not in order a listed in the server.template

Start by reproducing a deployment with several parameters declared in server.template, then trace the deployment parameter handling that produces the alphabetical ordering. Compare the displayed order with the declaration order and verify that the parameters now follow server.template order.
