Amazon Q does not follow rules

**Describe the bug**
I have a rule in amazon q to not make changes to my code without confirming me before doing so. Quite frequently, it breaks the rule and I have to remind it. This is very annoying. Amazon Q should always follow the rules without needing reminders.

**To Reproduce**
I as amazon Q for help and it doesn't follow the rule. After I remind it to, it follows them for a while. It seems that maybe after I restart Visual Studio or something, it forgets to read the rules. Not sure of the catalyst but it happens way too often.

**Expected behavior**
Amazon Q should always follow the rules that are identified and not have to be reminded to do so.
