Description

I shouldn't need to have a code file open to open Amazon Q. All I should need is an active solution open. I wanted to discuss moving to Centralized Package Management, but couldn't do that without a `.cs` file open. CPM has nothing to do with `.cs` files.

Stop enforcing this bogus restriction on me.

Verify how an active solution is detected, then adjust the behavior so Amazon Q opens with a solution even when no code file is open.
