Description

**Describe the bug**

z-index of Amazon Q window in Visual Studio 2022 is broken. When this window is pinned and if I start building a solution. It opens Output window, which is not pinned. So now this not-pinned window and other like Test Explorer gets partially hidden and it gets irritating.

**To Reproduce**

1. Open Visual Studio 2022/2026 with Amazon Q extension installed.
2. Open a C# Solution (can be of any other language).
3. Pin Amazon Q window.
4. Build the solution.
5. Now one can see Output window half hidden behind pinned Amazon Q and half visible.

**Expected behavior**

Output windows should display on top of Amazon Q window without cutting the view when not pinned.

Reproduce the issue in Visual Studio 2022 with Amazon Q pinned, then build a C# solution and observe the Output window alongside other tool windows. Use the AWS Toolkit logs if needed to investigate the window behavior; done means the unpinned Output window displays fully on top without being cut off by Amazon Q.
