Folders and file are not liste in the UI using the @ shortcut

**Describe the bug**
I try adding to the context a specific folder or file.
After pressing @ on the chat, no file or folder is suggested.

Checking the log, indexing is not happening even if it is enabled in the settings

**To Reproduce**
It is consistent on my setup, I cannot say if it is correlated to an update or a disable/enable of the indexing feature

I can see the list of my files

No source files, tests, or code entry points are identified in the report. First reproduce the missing file and folder suggestions after pressing @, then inspect the indexing logs and indexing setting behavior. Done means indexing runs and the chat UI lists available files and folders for context.
