Drag and Drop from File Explorer to S3 bucket not functional.

**Describe the bug**

Drag and Drop from File Explorer to S3 bucket not functional. Gives the No Drop here mouse symbol. This could just be my problem but I have found no way to fix it. This is working fine in VS2019.

**To Reproduce**

Drag a file from File Explorer and try to drop it to the file list area of an open bucket.

**Expected behavior**

Should work the same as using File Upload, which it does in vs2019.

Reproduce the issue in Visual Studio 2022 Community with AWS Toolkit 1.77.1.0 by dragging a file from File Explorer to the file list area of an open S3 bucket, then compare it with File Upload and the working VS2019 behavior. Review the toolkit logs if available; done means drag-and-drop uploads the file to the bucket without the No Drop here cursor.
