VS Toolkit CodeWhisper Integration Suggestion Dialog Feedback/Bug for VS 2022

**Describe the bug**

When getting the suggestion dialog shown in the snip where there is more than one suggestion I run the following problems.


Problem 1: There is no mouse click way to click on the next suggestion. There likely should be `< >` arrows so I can cycle through the suggestions or at the very least if I click `ALT+.` text cycle through the suggestions. It will close the suggestions box today.

Problem 2: The icon at the end (Very right) I assume is a settings icon since it is a gear. I click that to try to adjust this behavior or make a different key press shortcut and it just closes the suggestion prompt completely.

Start by reproducing the CodeWhisperer suggestion dialog in Visual Studio 2022 17.8.5 with AWS Toolkit version 1.47.0.0. Investigate the multiple-suggestion navigation and the gear icon behavior; done means suggestions can be cycled without closing the dialog and the settings control behaves as expected.
