Visual Studio 2019 16.11.0 - Performance and functionality issues after installation of AWS Toolkit

Dear AWS community,

on my work computer I installed AWS Toolkit for Visual Studio under the local admin account. I usually just install extension on my profile, but the installer asked for admin rights.
After finishing the installation I reopen VS 2019 Professional with my normal Windows User Account (which has no admin rights).
Now when I try to create any AWS Toolkit Project or if I build a AWS Toolkit Project my VS just freezes or keeps loading endlessly. When I open VS as the local admin it is fine though.
Can you support me? I am supposed to be only programming on my regular account and I really need the extension.

Start by reproducing the installation under a local administrator account, then open Visual Studio 2019 with the regular non-admin account and create or build an AWS Toolkit project. Check where the project creation or build hangs; done means both operations complete normally without freezing or loading indefinitely for the non-admin user.
