Description

When I try to upload lambda function from visual studio, the image repo name always blank. I tried removing aws-lambda-tools-defaults.json and generated again, but the issue didn't resolve.

**Expected behavior**
The expected behavior should be, image repo name should not be blank after the first time upload.

Research direction

Reproduce the publish flow with Windows 10, Visual Studio 2019, and AWS Toolkit 1.21.2.0, starting with aws-lambda-tools-defaults.json and the reported blank image repository name. Trace what happens after the first upload and verify that the repository name is retained on subsequent uploads; confirm the behavior with the relevant existing validation.
