Add support for deploying AWS Lambda Layers

It would appear the ability to publish AWS layers from azure devops pipelines is not currently possible.

I would like to request that the ability to publish layers similarly to the existing aws lambda function deployment.

Start by locating the existing AWS Lambda function deployment implementation in the Azure DevOps toolkit and trace how its pipeline task publishes a function. Compare that flow with the requirements for publishing AWS Lambda Layers, then verify that a pipeline can publish a layer using the same style of deployment. Done means layer publishing is supported alongside function deployment.
