### Describe your idea/feature/enhancement
I am try using IDEA `AWS Tookit` to create a AWS Lambda function (Nodejs runtime). But It seems like the `SAM CLI` is not read http_proxy environment variables in IDEA. It showed time out when connect to `S3`.
### Proposal
1. add a configuration file under userdirectory to config http proxy settings, and SAM CLI will load.
2. Or add a proxy settings in IDEA plugin setttings page:
