[BUILD] (type-safe-api) tests that generated code compiles

Add some tests that compile/build the code generated by Type Safe API

### Use Case

We don't currently have any tests that check that code generated by Type Safe API compiles - we have to manually create projects which reference local PDK to integration test changes.

Start by locating the Type Safe API generator and the existing test setup. Add coverage that builds generated code for TypeScript, Java, and Python, then verify the generated projects compile successfully without manually creating projects against the local PDK.
