Run the install-project tests on Windows (with and without shared libs)

Port https://github.com/awslabs/aws-encryption-sdk-c/blob/master/codebuild/bin/test-install.sh to windows and add it to our CI scripts

Start by reading codebuild/bin/test-install.sh and the repository's existing CI scripts to understand the install-project coverage. Port that test flow for Windows and add it to CI, covering runs both with and without shared libraries. Done means the Windows CI job executes both install-project test variants successfully.
