Description

### Describe the feature

Creating an issue here to track https://github.com/aws/aws-toolkit-visual-studio/issues/321 on the Visual Studio Toolkit.

### Proposed Solution

### Version used

unknown

### Operating System and version

Windows 10

Research direction

Start by reviewing the .NET Deployment Tool and the linked Visual Studio Toolkit feature request. Identify where the deploy tool selects or validates Fargate container platforms and research the AWS requirements for Windows containers. Done means the tool can deploy a Windows-based container to AWS ECS on Fargate.
