Description
### Describe the feature
I don't see an easy way to enable event history on ECS cluster. Here is the announcement:
[Amazon ECS now supports one-click event capture and event history querying in the AWS Management Console](https://aws.amazon.com/about-aws/whats-new/2025/10/amazon-ecs-one-click-event-capture-history-querying-console/)
### Use Case
I want to enable event capture on a ECS cluster using AWS CDK.

Research direction
Start by reading the linked Amazon ECS event-capture announcement and then inspect how AWS CDK models ECS clusters. Determine the AWS resource property or API needed to expose event capture through the CDK, and verify the expected behavior across the AWS CDK for .NET usage described in the issue.
