Description
### Describe the feature
I just ran into the issue described here - https://github.com/aws/aws-cdk/issues/3414
I see the issue has been closed with a workaround, but wanted to add a feature request for making the process easier.
### Use Case
CDK changes involving changing stack dependencies, especially when using CD pipelines are very time consuming. I don't know what the solution is, but it would be very useful if being able to change stack dependencies without doing two phase commits.
### Proposed Solution

Research direction
No source file, test, or entry point is identified. Start by reading the linked aws-cdk issue and the CDK stack-dependency behavior described here, then trace how dependency changes are handled in CD pipelines. Done would mean changing stack dependencies without requiring two-phase commits.
