Had a customer report having trouble finding how to report an issue on an API Reference page because there is no Provide Feedback link. We should add one (can go to the "create a documentation issue" template).

No files, tests, or entry points are named. Start by locating how API Reference pages are generated, then identify the shared page template or navigation component; done means every API Reference page exposes a Provide Feedback link to the documentation issue template.
