Description

With Timestream entering GA now is the perfect time to add high level CDK components for the core components of the service - the database and table constructs.

### Use Case

Currently Timestream is only available using the CloudFormation default constructs, part of the CDK philosophy is to build upon these basic constructs to make simpler, intuitive constructs that can be used in more complicated patterns.
