Research direction

Start with the App Runner build configuration in apprunner.yaml and the pip install -r requirements.txt command, then reproduce the pysqlite3 wheel failure using the reported Python 3.8.16 environment. The error is the missing Python.h header; done would mean a confirmed App Runner build behavior or documented configuration guidance that allows this dependency to build.
