Description
**Tell us about your request**
Presently, if a container fails to start, the application log group is never created and no logs are displayed in the events or service log groups. It would be useful to see the error messages from the docker daemon regardless.

Research direction
The issue does not identify repository files, tests, or an implementation entry point; begin by locating the App Runner container and service-log handling in the relevant service documentation or source. Done means exposing Docker daemon startup errors in the events or service log groups even when the application log group is never created.
