What do you want us to build?

Allow AppRunner to deploy pre-built artifacts. We have a scenario where we want to use App Runner to deploy an artifact that is built using a 3rd party system. Provide a mechanism to allow App Runner to ingest the artifact and deploy it.

There is not a way to support pre-built binaries today.
