New Image Takes 15-30 minutes to be detected

### Issue Description

When I create a new image on Sagemaker, it takes about 15-30 minutes before I see it available in an Rstudio session. There's no warning or notice, so I thought it wasn't working. If there's an error with image, it can be difficult to tell because there aren't any error messages.

### Expected Behavior

I expect to be notified of the progress of the uploading image.

### Observed Behavior

The image is created silently.
