Custom Image Version does not update to most recent version in Rstudio

### Issue Description

Hi,

When I create a new custom docker image, push to ECR, and add it to Sagemaker, the new version does not appear in Rstudio when I create a session. I have been working around this by creating a whole new image tag and avoiding using versions.

### Expected Behavior

From the documentation, I expect the version of the custom image to be set at the latest.

### Observed Behavior

Selecting the image, continues to initialize sessions with version 1, the first version created.
