### Issue Description

When using custom project templates configured as **Organization Templates** , the Sagemaker Studio UI presents an error after selecting the template. No changes have been made to our underlying cloud formation product template.

Error message:

Error: Cannot read properties of undefined (reading 'length')
```

### Expected Behavior

Once I select the organizational template, I can enter the project detail parameters and click create. The project is created based on the template.

### Observed Behavior

When an organizational template is selected and I click create:

The form renders for ~1 second
