### Issue Description

the documentation for lifecycle configurations say that it runs as root: https://docs.aws.amazon.com/sagemaker/latest/dg/nbi-lifecycle-config-install.html . this documentation is however for notebooks - do notebook and code editor lifecycle rules intentional start as different users?

however if i echo $USER from a lifecycle configuration it returns that its running as sagemaker-user.

either documentation is incorrect or the lifecycle configuration is not correctly running as root
