[Debugger] custom rule notebook example needs updates

Tested notebook: https://github.com/awslabs/amazon-sagemaker-examples/blob/master/sagemaker-debugger/tensorflow_keras_custom_rule/tf-keras-custom-rule.ipynb

Issue:
Links are outdated and broken. Markdown cells need updates as well. Have to indicate where is the image uri list to use the custom rule containers.
