Improve user messaging when conversation history is cleared without explicit user action

We should update our messaging to users when conversation history is cleared due to a history buffer overflow because of an excessive number of tool use calls. At the very least, I think it will be important to let the user know that this is the scenario they are running into, so that they can work on reducing the number of sequential tool calls that might lead to this scenario.
