### Steps to reproduce

1. Launch the default UI: kiro-cli
2. Prompt: what is my ip?
3. Observe the response is rendered as raw text:

No tool prompt, no execution. Credits are charged for the round-trip.
4. Quit and relaunch with the classic UI: kiro-cli --classic
5. Same prompt: classic UI translates the call correctly:
