Feature Request: Global Rules

As written Q only checks `$(pwd)/.amazonq/rules/**/*.md` , it would be great if it also checked `~/.amazonq/rules/**.*md`.

Since Q has access to an entire system, limiting to just `pwd` is a little rough.

Possible workaround is the resources section of an agent configuration
