enh: q is using a combination of q and codewhisperer endpoints - can we consolidate?

In order to simplify firewall configurations and allowlists, it would be beneficial to consolidate the endpoints required for Q, such that we did not require the original codewhisperer.us-east-1.amazonaws.com endpoint.

It is used through the codebase as CODEWHISPERER_ENDPOINTS , and this includes the bearer token authentication, which may need careful change management for any transition.
