Include kustomize base in repository

**What would you like to be added**:

The repository should contain a useful kustomize base. For an example see [argocd's manifest/base directory](https://github.com/argoproj/argo-cd/tree/master/manifests/base)
I good idea may be to change the existing `deploy` directory to be in this format.

**Why is this needed**:

To provide a recommended base config that can be overlayed with environment specific configuration.

Start by inspecting the existing deploy directory and compare its layout with the linked Argo CD manifests/base example. Determine how the repository’s deployment manifests can serve as a reusable Kustomize base with environment-specific overlays; done means the repository contains a useful recommended base configuration.
