[FEATURE]: Direct interaction with agents during construction

Users should be able to send messages to individual agents or the orchestration agent during a running construction phase. This includes having a "project-aware" agent that has context about the project, all running iterations, backlog, and devops state — essentially a conversational interface to the AI-DLC process.
