Error creating Opensearch index

Hi,
I tried using the module but it seems it is impossible to create the OpenSearch index.

Error:
│ Error: Put "https://**collection_id**.eu-west-1.aoss.amazonaws.com/bedrock-knowledge-base-default-index": dial tcp **ipaddress**:443: connectex: Une tentative de connexion a échoué car le parti connecté n’a pas répondu convenablement au-delà d’une certaine durée ou une connexion établie a échoué car l’hôte de connexion n’a pas répondu.

aws cli version: aws-cli/2.28.25 Python/3.13.7 Windows/11 exe/AMD64
Terraform version: Terraform v1.13.3

I tried creating manually and it worked, also checked proxy and nothing is blocking.

Can you confirm this code is actually working?
